Smackdown and ECW being merged?

WWE.com has an article hinting that Smackdown GM Vickie Guerrero and ECW GM Armando Estrada have been working on a deal wherein wrestlers could appear on both brands. It makes sense since both brands travel together and due to the general thin numbers especially as it concerns ECW.
